YouthDecide 2040 is a European project (2025–2027) funded by Horizon Europe, aiming to imagine desirable democratic futures by 2040 with 600 young Europeans. Missions Publiques coordinates the deliberative workshops and contributes to the methodological design, facilitation training, and research.

background and objectives

How will democracy evolve in Europe by 2040?

The ambition of YouthDecide 2040 is to reinvigorate and modernise democracy within and between European countries by developing visions and pathways – shaped through active and inclusive citizen participation – to help societies become more resilient in the face of current and future challenges.

Across Europe, 600 young people will explore this question through the European research project YouthDecide 2040, with the following goals:

  1. Analyse trends in European democracies and the use of foresight methodologies to narrate desirable futures;
  2. Co-create future scenarios from the perspectives of 600 young people aged 18–35, through in-person deliberative workshops and a large-scale online consultation;
  3. Define a desirable scenario for democracy in Europe in 2040 and co-design a roadmap with European policymakers to guide future action.

mission arrangements

YouthDecide aims to support European Union democracies in addressing the many challenges they face by bringing together a wide range of stakeholders (institutions, organised civil society) and placing young people’s visions at the heart of its foresight approach. This helps identify future needs and anticipate the actions required to meet them.

 

Missions Publiques is responsible for coordinating the deliberative workshops and will contribute over the next three years to all key phases of the project: literature review, methodological design, facilitation team training, and organisation of the Future Assembly. The work will lead to the publication of scientific articles analysing the role of youth in participatory processes.
