WeTransform focuses on the labour market disruptions in the transport sector caused by the digitalisation and automation of mobility. In this context, workers' feedback is indispendable.

Background and objectives

The problem is that mobility is changing rapidly.” To meet new customer demands, new technologies and new environmental goals, the transportation sector is increasingly turning to automation to provide sustainable, affordable and accessible mobility services. This shift is transforming labour needs and requiring new skills and competencies. Therefore, mobility actors must be able to understand and prepare for these changes.

Building on existing data and people’s expertise, WeTransform will create a transnational life hub that will serve as a platform for knowledge and action, providing a path forward for smarter decisions, more innovative and evidence-based policies, through accountable and informed governance.

Collaboration for innovation is at the heart of the project’s activities. By bringing stakeholders together for an in-depth dialogue, WeTransform facilitates progress across the mobility industry, creating targeted and transferable solutions.

To understand and address the challenges posed by automation to the transportation workforce, WeTransform identifies key barriers, needs, skills and competencies, examines best practices and facilitates the co-creation of targeted and sustainable solutions.

WeTransform takes a cross-sectoral approach. Meeting changing labour needs requires a coordinated response that engages manufacturers, operators, policymakers and trade unions, to understand where priorities are aligned and where they may diverge. Added to this is the participation of workers from all mobility sectors. This is where Missions Publiques supports the project.

Modalities of the mission

As coordinator of the workers’ workshops, the role of Public Missions within this project is divided into three stages.

  1. Support for the development of a participation strategy: Missions Publiques was responsible for supporting ERTICO and Politecnico di Torino in the development of a participation strategy targeted at workers in the mobility sector and to reflect on the best way to integrate the results into the work of the teams.
  2. Design of deliberative times: Public Missions was responsible for designating an identical deliberative process for each workshop. This process had to include an icebreaker, a reflection around good practices and gaps and a reflection around its social justice regulation. These workshops were intended to lead to initial orientations aimed at nourishing the setting on the political agenda.
  3. Workshop facilitation: Missions Publiques was responsible for the animation and facilitation of workshops in France (Paris), Italy (Turin and Palermo) and Austria (Vienna), and to coordinate the animation of workshops in Germany (Hamburg and Stuttgart) and Finland (Tampere).

Added value of the approach

Through WeTransform, Missions Publiques contributes to the integration of the citizen experience into European research projects.

Mobility is changing very rapidly. It is an environment that is constantly adapting and is at the center of our daily lives. It is also an ecological transition issue that must be addressed and for which digitalization and automation can represent a viable solution. However, it also has impacts on the lives of workers in this sector and on their employment.

Thus, the contribution of Missions Publiques to WeTransform makes it possible to put forward recommendations for the creation of public policies and European regulations that integrate the vision of all actors who are affected, directly or indirectly, by the issue of mobility and its technological evolution.
