As part of the AI Action Summit, held in Paris in February 2025, Missions Publiques and the Stanford Deliberative Democracy Lab officially launched the Global Coalition for Inclusive AI Governance.
In August 2024, world leaders gathered at the United Nations Headquarters to adopt a Global Digital Compact. This document specifically calls for “engaging in a global dialogue on AI governance” and “bringing users closer to ensure their perspectives are taken into account.” It is with the goal of establishing a continuous global consultation on AI that this Coalition was created.
Faced with one of the greatest technological upheavals of our time, we believe it is essential that all those affected by AI be included in the debates—if not directly, then at least through authentically representative assemblies that reflect their interests and perspectives.How can we create a discussion framework that sustainably integrates the voices of citizens from all over the world? How can we avoid yet another closed discussion circle among AI stakeholders? How can we envision governance at the national, regional, and international levels? The Coalition’s ambition is precisely to create a synergy between deliberative processes on the ground and decision-making spheres.
After several months of work with our partners and project supporters, the Coalition was officially launched at the AI Action Summit, with many prominent figures gathered at ENS-PSL (École normale supérieure). The first deliberation cycle, combining two complementary tools (decentralized citizens’ assemblies and deliberative polling), aims to bring together over 10,000 citizens from more than 100 countries. A first experiment has already taken place in the form of a Student Citizens’ Assembly, coordinated by our partners at ENS-PSL and Yale University, involving 70 students.
The Coalition has received support from the governments of France, Switzerland, and the United Kingdom. More than 80 civil society organizations, private sector actors, and a dozen academic partners are engaged. What about you?
